THE Gokwe Town Council acting town secretary is in trouble for allegedly awarding himself sitting allowances of more than $1 000, he was not entitled to.

This came to light yesterday when Clemence Madondo (34) was tried for criminal abuse of office, or alternatively fraud, by Gokwe resident senior provincial magistrate Shepherd Mjanja.
He was remanded out of custody to September 17 for continuation of trial. Two witnesses, the town council’s financial director Jokonia Nyoni and human resources clerk Collen Singwaza have testified in the matter.
Charges against Madondo are that between December 20 last year and January 4, this year, he was acting as the town council’s secretary before he went on leave.
After he went on leave, Nyoni took over the reins. The council’s policy was that a person in acting capacity only receives allowances for the days he was on duty.
Madondo was not supposed to get any allowances during the time when he was on leave, but was supposed to share the allowances with Nyoni, who was standing in for him. Nyoni was supposed to get $693, while Madondo gets $446 for the days they acted as the council’s secretary.
However, on his return to work Madondo ordered Singwaza to pay him all the allowances, including for days when he was on leave. Singwaza complied and gave Madondo $1 140.

However, the town council made inquiries into the matter and made a police report, leading to Madondo’s arrest.
