The three cup competitions for next season are the NetOne Charity Shield, which was won by Chicken Inn last season, the BancABC Sup8r which is the cabinet of Shabanie Mine and the Mbada Diamonds Cup, held by Highlanders.

In addition, the Bob90 matches between Highlanders and Dynamos, played on a home and away basis, would also likely take place in addition to the Independence Trophy. Clubs will have to be more professional in their administration next season as the Caf intends to conduct spot checks on compliance with club licensing rules.

The league’s board of governors, which met on Saturday in Harare to map the way forward, will be seized with elections in March as incumbent Twine Phiri seeks another term in office.

Preparations for the 2014 PSL season The 2014 PSL season is scheduled to start no later than March 2 2014. The planning will take into account the Fifa, Caf and Cosafa calendars and at least three knockout competitions.

Proposals for implementation in 2014 – Stadia All PSL clubs must enter into written conditions of use or hire agreements with the owners of the respective stadia or home grounds. Each club must furnish the league with the agreements before January 31 2014.

Terms and conditions must include among other things

  •   Ground levy of a maximum of 20% of gross gate takings,
  • Stadium availability,
  • The league sponsors must be allowed to place a minimum of 12 touchline signs (measuring 1x6m), free of charge,
  • Each stadium must have clearly defined ground rules that must be posted for spectators to read,
  • A minimum sitting capacity of 5 000 fans,
  • First aid rooms and stadium doping control rooms,
  • A public address system,
  • Television broadcasting village and stands.
  • Stadium media and Press facilities,
  • Stadium sign posting and directions,
  • Stadium — spectators with disabilities,
  • Secure cash room.

– Finance

  • All clubs to submit audited financial statements by 28 February 2014,
  • No payables overdue to football clubs arising from transfer activities,
  • No payment overdue to employees and tax authorities.

Legal and club ownership All clubs must submit a valid copy of the club constitution or extract from public register containing information on the club.

  • Declaration in respect of participation in club competitions,
  • Recognising as legally binding the statutes, rules, regulations and decisions of Fifa, Caf, Zifa and PSL,
  • Acceptance of exclusive jurisdiction of Caf,
  • Prohibition of recourse to ordinary courts of law.
  • Participation in Caf competitions at continental level,
  • To abide by and observe club licensing regulations,
  • To submit documents as complete and correct,
  • Authorise the competent licensing authority to examine documents and seek information,
  • Acknowledge that Caf and/or Fifa can execute spot checks.

– Personnel and administrative requirements. All clubs must have football administration offices by January 2 2014. All Clubs must employ:

  •   A general manager/CEO,
  • Finance officer,
  • Media liaison officer,
  • Security officer,
  • Doctor and physiotherapist,
  • Head coach (minimum Caf C coaching badge/licence certificate),
  • Head of youth development programme.

-Youth development

  •   All clubs must submit a written youth development covering; organization, personnel, finance, football education, school education and medical,
  • Each club must have at least one youth team within the age range of 15-19 and at least one youth team within the range of 10-14 years of age,
  • All teams to promote fair play on and off the pitch,
  • Clubs not fulfilling the above shall not receive grants from the League.
