In 2012, council passed a resolution to carry out a manpower skills audit aimed at restructuring its workforce “into a lean machine”.

However, the exercise was abandoned.

The local authority, which has more than 3 000 workers, has planned another organisational restructuring exercise.

“City of Bulawayo invites tenders from suitably qualified and experienced management consultants to carry out job evaluation, rationalisation and organisational restructuring for the local authority,” the council said in a notice.

It was not immediately clear which departments were set for restructuring and the duration of the exercise, but the move is expected to reduce the workforce and wage bill.

Council said it continued to nurse a one month backlog of remuneration for its employees.

Residents have complained at the local authority’s huge salary bill, especially for senior management.

Local Government minister Ignatius Chombo is on record saying salaries should not consume more than 30% of local authorities’ income. The local authority adopted a $158 million budget for 2015, with tariffs set to be increased by a marginal 4%.

The expenditure budget is pegged at $107 million and capital budget at $51 million.

This is the first time in two years that council has proposed to increase tariffs.
