According to the council 2013 budget review statement, road infrastructure development projects for next year would include the reconstruction of a 5km road around the city at a cost of $1,1 million.

The local authority is also expected to reseal 10km of road surface at a cost of $0,75 million city wide while regrading and regravelling of 145km of the city routes is also targeted at a cost of $0,5 million.

The local authority, however, is expected to struggle to finance its capital projects with the anticipated drop in revenue following the government directive to write off at $49,9 million owed.

Ratepayers have of late been reluctant to pay their bills resulting in the local authority missing its revenue target of $82 million in the period from January to August this year, achieving only $67 million.

The local authority is struggling to finance its debt and has accumulated interest of more than $10 million in the period to $78 million reducing its ability to borrow.
