ZIFA will conduct its own investigation into how Creven Banda came back in to the country from Botswana’s Motlakase Power Dynamos and Hwange registered him with the Premier Soccer League (PSL) without a reverse international transfer certificate (ITC) from the Botswana Football Association.

This comes after Hwange were hit with a 10 000 Swiss francs (about $10 700) by Fifa after Motlakase took Banda’s case to the world football body asserting the player was still theirs.

The football governing mother body’s spokesperson Xolisani Gwesela, however, said even though they were going make their own probe into the matter, they were adamant that the obligation to obtain the ITC lay within the club.

“He (Banda) was taken to Botswana by Hwange and in terms of the transfer matching system (TMS) regulations, he was supposed to get a reverse ITC from Botswana and that obligation lies with the club. It was the obligation of Hwange to ensure that the player had obtained his ITC. Hwange registered him with the PSL who brought his name to Zifa and unfortunately his name was not in the system,” Gwesela said.

“But that is neither here nor there. In terms of the regulations, the fact that they went on to register him without the ITC, Hwange was in contravention of the law. But as an association, we are also going to make our own investigation to find out what really transpired,” he said.

Hwange secretary Burzil Dube yesterday said the executive committee was due to meet in the evening to discuss Fifa’s judgment on the matter to map the way forward.

“We are meeting today (last night). I cannot say for now whether we are going to appeal or not before we met as an executive to discuss the judgment. All I can say is that personally I have gone through the judgment. But I have to meet with the rest of the executive committee members to map the way forward,” Dube said.

Enable clubs to confirm the terms and conditions of player transfers;

Monitor player transfer activities and investigate alleged breaches of the transfer regulations,

Enforce adherence to the transfer regulations through a specific sanction system, presenting breaches of those transfer regulations and proposing sanctions to the competent Fifa bodies.
