NSSA national compliance manager James Chiwera said the compliance rate hovered at 50% average meaning half of the employers were paying to the social security authority.

Speaking at a NSSA/Zimbabwe Congress of Trade Unions workshop in Gweru last week, Chiwera appealed to the labour body to help advocate for NSSA compliance by employers.

“For the period 2011, 2012 and 2013, the compliance rate by employers was 52%, 52% and 56 % respectively,” Chiwera said.

“The legal compliance rate continues to therefore hover around 50% and this continued non-compliance will impact negatively on the sustainability of the NSSA schemes.”

Chiwera said NSSA schemes and workers were compromised by employers who continued to under declare wages as well as running multiple payrolls, non-deduction of NSSA contributions, inflating allowances and suppressing salaries, deducting, but not remitting contributions either when the company is registered or not registered, among other anomalies.

He said the labour body should educate workers on the benefits of NSSA.

“The labour umbrella body should help educate members on the benefits of contributing to NSSA and make assertions that social protection is a human right,” he said.

Chiwera said workers unions should alert NSSA of non-compliance by employers or non-remittance of dues to the social security authority.
