Govt commits to service delivery reforms

GOVERNMENT says it is committed to improving service delivery through strengthened monitoring, evaluation and learning systems across all ministries, departments and agencies.

This was said by the Special Adviser to the President on Monitoring Implementation of Government Programmes and Projects, Joram Gumbo, during a breakfast meeting on monitoring, evaluation and awareness held in Harare.

Gumbo said government was mainstreaming monitoring and evaluation across all levels of developmental programming.

“The realisation of Vision 2030 fundamentally depends on embedding monitoring, evaluation and learning into the daily operations of government,” he said.

“These critical tools provide invaluable insights to measure progress, learn from past experiences, understand our current position and chart the most effective path towards our goals.”

The minister said the government had established a comprehensive monitoring and evaluation structure through the Public Service Commission, providing mechanisms for performance measurement and enhanced service delivery.

“These systems play a pivotal role in tracking the implementation of programmes across ministries, departments and agencies,” he said.

Harare Provincial Affairs and Devolution minister Charles Tavengwa said evidence-based planning was key to development.

“We have witnessed the importance of evidence-based decision-making,” he said.

“This has given us the ability to truly understand the outcomes of our programmes and projects and to allocate resources effectively, ensuring that every society benefits by 2030.”

Also present at the meeting were senior government officials, development partners and the United Nations country team.

The event aimed to raise awareness on the importance of monitoring and evaluation in driving transparency, accountability and developmental impact.

The initiative supports the broader national vision of inclusive governance, evidence-based policy-making and efficient use of public resources.
