A reliable council source told Southern Eye Sport yesterday that Sibanda will be confirmed as the football club’s chairperson and council sports administrator before the full council meeting.

The former Gwanda Ramblers star is employed by the council as a housing officer.

“The general purpose committee meets on March 20 and (Jerry) Sibanda will be confirmed as the football club chair. Currently he has been interim chair, and if he is confirmed then he will be recalled to the council where he is likely to be appointed sports administrator. That will not give him much of a choice as he would have to quit at Highlanders. He is employed by council and at Highlanders he was only elected,” the source said.

Bulawayo City FC management, according to latest council minutes, is supposed to report to a sports administrator, a post which was requested by another council sub-committee.

Highlanders chair Peter Dube yesterday said if Sibanda was recalled by council, the Bulawayo giants would have to co-opt a new treasurer.

“What if he (Sibanda) is not recalled? As it stands he is still the Highlanders treasurer. If he is recalled by council we have a constitutional guideline to follow. We will co-opt a new treasurer, but at this time we have him as our treasurer,” Dube said.

Sources have said businessman Donald Ndebele, who lost to Emmett Ndlovu for the executive secretary’s post in February, is tipped to replace Sibanda. Article 7,6 of the Highlanders constitution reads: “The executive committee or any member thereof maybe removed from office by a vote of no confidence by a two thirds (⅔) majority of a special general meeting.

In the event that any position falls vacant before the expiry of that term of office, the executive committee in consultation with board of directors shall have the power to co-opt any suitable member including a member of the board of directors to act in that position until elections are held.”

The next Highlanders elections for treasurer and vice-chairman will be held early next year.

Sibanda was co-opted Bosso treasurer in November 2012 following the resignation of Odiel Nkomo.

He was voted into office as treasurer in the 2013 elections picking up 145 votes against sole challenger, Charles Nondo, who polled 79.

Sibanda came into the executive committee via elections with vice-chairman Mgcini Sibhalo Mpofu who beat former vice-chairman Sikhanyiso Moyo, Joel Mahlangu, Frank Moyo and Nkosinathi Ncube.

Sibanda and Mpofu’s positions will fall vacant next year.
