Govt hands Nyabira housing map to recognised ZEVIC leadership

Government has handed over the development map for the Zevic Penrose Tagarika Housing Project in Nyabira, affirming the project’s legitimate ownership and sidelining rival factions without legal standing.

The map — detailing coordinates and stand allocations under Zevic Penrose Tagarika Investments Pvt Ltd — was presented to the company’s chief executive, Michael Changadzo, by officials from the Ministry of Local Government.

The handover consolidates Changadzo’s authority as the recognised developer, backed by a government-issued offer letter for the land.

For years, rival groups led by Joel Gada and John Muzhamba have sought control of the project under the name Zevic Penrose Housing Trust but failed to produce supporting documentation. Their court challenges have repeatedly collapsed due to lack of evidence.

Authorities say the factions have been illegally allocating stands, raising concerns over fraud and double allocations.

Officials described the map handover as a decisive step to restore order and protect home seekers.

Following the development, Changadzo urged the public to transact only with the official Nyabira office, warning that dealing with unauthorised groups risks financial loss and eviction.

He said some prospective buyers had been misled by individuals operating from offices in Makombe and Milton Park, whom he accused of selling land without legal backing.

The resolution of the dispute is expected to revive the Zvimba East Veterans Investment Company (ZEVIC), which had been weakened by years of internal conflict.

With verified land documentation now in place, the project is gaining momentum, with serviced stands, roads and water infrastructure already established.

ZEVIC is also courting investors for high-rise residential developments near the New Parliament and the planned Cyber City in Mt Hampden, aligning with Government’s broader urban development strategy.
