15 000 Cowdray Park stands to be serviced

The servicing of the Hlalani Kuhle area will be carried out under the Kwangu/Ngakwami Presidential Title Deeds Programme.

The City of Bulawayo has signed a memorandum of understanding with the government for the servicing of 15 500 households in Cowdray Park’s Hlalani Kuhle suburb to enable the issuance of title deeds.

The servicing of the Hlalani Kuhle area will be carried out under the Kwangu/Ngakwami Presidential Title Deeds Programme.

Technical teams from Kwangu/Ngakwami are on the ground to assess the area before evaluating the financial requirements.

Cowdray Park Hlalani Kuhle was set up as a self-financing project with home owners expected to pay towards the servicing of water, sewer and roads.

Poor payment patterns affected the project timelines with the full servicing outstanding despite being initially set to be completed in 2017.

The Hlalani Kuhle housing scheme was set up in 2005 and handed over to the City of Bulawayo in 2009 for management while still lacking basic services including water, sewer and roads.
