TSHOLOTSHO, SEPT 28, (SOUTHERN EYE LIVE) — Tsholotsho Rural District Council is inviting private investors to partner with the local authority in servicing and developing 644 residential, commercial and institutional stands in the proposed Madona high-density suburb.
The council is targeting pension funds, financial institutions, consortia and other financially capable investors to undertake the project under a public-private partnership (PPP) arrangement.
In a public notice, the council said the proposed high-density suburb, located within the Tsholotsho Local Board area in Matabeleland North province, would cover approximately 43.54 hectares.
“The proposed development comprises 644 residential stands, 2 flat sites, 24 commercial sites, 1 fuel filling station, 5 institutional sites, 1 public park, 1 open space, public facilities, and associated infrastructure,” the council said.
“The successful partner shall finance, design, service, and develop the township under a mutually agreed Public-Private Partnership (PPP) arrangement,” the council said.
The project will be implemented in accordance with the Regional, Town and Country Planning Act [Chapter 29:12], the Public Procurement and Disposal of Public Assets Act [Chapter 22:23] and other applicable laws.
The developer will be required to undertake a range of infrastructure works, including engineering designs and statutory approvals, environmental impact assessment, surveying and title surveys, water supply and reticulation and sewer reticulation.
The scope will also include off-site wastewater management, surfaced roads, stormwater management and road furniture, electricity reticulation and street lighting.

The council further requires the successful developer to provide public amenities and beautify open spaces before completing the servicing and handover of the townships.
According to the council, applicants must submit a detailed company profile, valid tax clearance certificate, certificate of incorporation and company registration documents, as well as a proposed PPP implementation and financing approach.
A compulsory site visit has been scheduled for today,September 28, 2026, where interested parties are required to attend.
