
COUNCILLORS in Bulawayo have commended Bulawayo City Council (BCC) for the timely submission of the city’s master plan, a crucial step towards the development of local development plans.
The praise came during a recent full council meeting, where councillors unanimously recommended the adoption of the Town Lands and Planning Committee’s report.
Councillors particularly highlighted Local Subject Plan Number 11, which covers Cowdray Park and Norwood Tracks Area, describing it as a transformative project that can elevate Cowdray Park to a satellite city.
Councillor Alleck Ndlovu praised the master plan as a progressive blueprint for Bulawayo’s growth.
“The master plan is designed to enhance the city’s infrastructure and stimulate business growth,” he said.
“The latest submission is highly detailed and inclusive, setting a strong foundation for future development.”
Other councillors emphasised the need to establish a central business district in Cowdray Park and applauded the department for unveiling Local Subject Plan Number 20, which focuses on the Ascot Race Course area.
Councillor Siboniso Moyo revealed that the local authority plans to construct shopping malls to boost economic activity in the city.

Meanwhile, councillor Melisa Mabeza welcomed the timely submission of the master plan, but sought clarity on whether Local Subject Plan Number 11 dictates house types in the area.
In response, deputy mayor Edwin Ndlovu clarified that building plans fall under the Housing and Community Services Department.
He commended council staff for working hard to finalise the master plan.
Mayor David Coltart expressed satisfaction with the progress, noting that Bulawayo is among the few local authorities that have successfully submitted their master
plans.
Councillor Dumisani Netha added that with the master plan in place, the city anticipated a surge in construction projects, paving way for enhanced urban development.
Council’s proactive approach signals a new era of growth for Bulawayo, with strategic plans set to transform key areas to thriving economic and residential hubs.
