PLUMTREE Town Council has imposed stringent by-laws that prohibit open defecation in the border town.

The by-laws are contained in the Statutory Instrument 126 of 2025 [Chapter 29:15] under Plumtree Town (Public Health) By-Laws, 2025.

On use of toilets, under section 7(1) and (2), the council by-law states that: “No person shall urinate or defecate within the council area other than in a sanitary convenience. 

“No person shall deposit in any sanitary convenience, drain or sewer; any stone, sand, brick, rag, disposable nappies or other articles which may block or stop or otherwise interfere with the proper working of any toilet or sanitation or drainage system.”

On penalties, local authority noted that for nuisance prevention, offenders will pay US$20; erection of structures or buildings which are unsanitary, dangerous or unhealthy US$100; failure to provide health and sanitation facilities on premises US$20, urinating or defecating in areas other than in a sanitary convenience US$20; and depositing improper articles in the public sanitary convenience US$50.
