ENGINEER Arnold Tapiwa Mtuke (39) has been appointed chief executive officer (CEO) of Bikita Rural District Council (RDC) with effect from last Tuesday.
Mtuke has been the acting CEO since March 2024 after then CEO, Peter Chibi committed suicide.
Mtuke confirmed his appointment in an interview with Masvingo Mirror.
Prior to his appointment, Mtuke served as the local authority’s district engineer for 12 years.
Mtuke said his leadership would focus on investing in critical infrastructure, driving inclusive local economic growth using available resources and enhancing service delivery through improved governance.
“I’m privileged to serve at this important time. My priority is working collaboratively with all stakeholders to deliver excellent services, innovate within our constraints and build a resilient future that responds to what our communities genuinely need,” he said.
During his year-long acting tenure, Bikita RDC installed its first traffic control lights at Nyika growth point.
Mtuke also oversaw crafting of the district’s 20-year masterplan, construction of Chibvure Clinic, procurement of a refuse compactor and skip bins and the installation of over 25 solar-powered piped water schemes and completion of council-run Pambudzi Lodge conference facility.

Mtuke is registered with the Engineering Council of Zimbabwe and has worked with several organisations including CARE, Action Contre, Lafaim and the International Organisation for Migration implementing developmental projects in districts cross Zimbabwe.
He holds a Bachelor of Science degree in Civil and Water Engineering and a Masters degree in Project Management.
