BUBI, SEPT 8, (SOUTHERN EYE LIVE)— Bubi Rural District Council has ordered all ward councillors to submit comprehensive village-by-village databases based on population figures by September 30, warning that failure to comply could jeopardise approval of the local authority's 2027 budget.
In a memorandum dated September 7, 2026, Bubi RDC chief executive officer Partson Mlilo said the databases were required in line with directives from the Ministry of Local Government and Public Works on the collection of development levies.
Mlilo said local authorities were required to charge development levies on a per-capita basis, rather than per household, in compliance with Section 96 of the Rural District Councils Act.
"All local authorities are to charge development levy per capita in compliance with Section 96 of the Rural District Councils Act and desist from charging per household," Mlilo said.
He directed each ward to compile a comprehensive database for every village, containing residents' names and identification numbers, stand numbers, contact details and the number of people in each household.
"This data is the bedrock upon which our resource allocation, development planning, and budget projections for the 2027 Financial Year are built," he said, adding the information was key in the budget formulation process.
"Failure to submit your ward's database on or before September 30, 2026, will result in the council's entire budget for the year 2027 not being approved by the Ministry of Finance," Mlilo said.
He said without the information, the council would be unable to justify its funding requirements or effectively allocate resources towards services, infrastructure and development projects.
