Four clubs Whawha from the Zifa Central Region, Flame Lily from Northern Region, Eastern Region’s Dongo Sawmills and Tsholotsho FC from the Southern Region were promoted to the PSL at the end of last season.

PSL chief executive officer Kennedy Ndebele said the clubs will be inducted on the league’s regulations.

“A workshop for the newly-promoted clubs has been organised for Thursday and Friday.

They will be taken through the league rules and regulations, registration and club licensing,” he said.

On the issue of club licensing Ndebele said this will only be enforced once Zifa appoints a board.

“The issue of club licensing was not properly explained to the clubs. It will only be enforced once Zifa appoints a board.

The workshop will only prepare them (PSL new teams) for when this is enforced.

“We are discussing with Zifa on when they will appoint the board.

At the moment we want the clubs to understand what is required of them with regards to club licensing,” he said.

Ndebele said clubs should have registered their 30 players by Friday.

“The deadline for registration is Friday. This is when we will also determine whether the newly-promoted teams have all the requirements for the PSL.

The number of players has not changed, it’s still 30; 25 players and five from the developmental side,” the PSL boss said.

Dongo Sawmills have to present a clear ownership structure as well.

It emerged last month that owner Francis Dongo is also the vice-chairperson of fellow club Buffaloes – a situation not allowed under the Club Licensing Regulations.

According to the club licensing system Article 9.2.1, criteria which deals with ownership and control of clubs indicate the licence applicant must submit a legally valid declaration outlining the ownership structure and control mechanism of the club and conform to the following:

No natural or legal person involved in the management, administration and/or sporting performance of the club, either directly or indirectly:

a) holds or deals in the securities or shares of any other club participating in the same competition; or

b) holds a majority of the shareholders’ voting rights of any other club participating in the same competition; or

c) has the right to appoint or remove a majority of the members of the administrative, management or supervisory body of any other club participating in the same competition; or

d) is a shareholder and alone controls a majority of the shareholders’ voting rights of any other club participating in the same competition pursuant to an agreement entered into with other shareholders of the club in question; or

e) is a member of any other club participating in the same competition; or

f) is involved in any capacity whatsoever in the management, administration and/or sporting performance of any other club participating in the same competition; or

g) has any power whatsoever in the management, administration and/or sporting performance of any other club participating in the same competition.
